The idea of a reponsible person isn't to make "Little policeman" but to know the status and report issues and ideas to the committee.
The responsible person is some sort of "Project Manager".
For example:
The person responsable responsible of the cleaning, dondoesn't need to clean every people's garbage.But he need to check that all everything is clean and ask people to doit.He can may say, : "Hey, can you help me to put thoses trashes outsite" He's also responsable to have spare trash bags etc.
Responsible people may need to be "Active members", so they have the entry key.
